Issue Description: Add a "Referee" section to the project. However, to access referee contact information, users will need to contact you directly.

Tasks to Complete:

[x] Create a new page or component for the "Referee" section.
[x] Design the layout and structure of the section.
[x] Provide instructions or a contact form for users to request referee contact information.
