Remove node `motor_commands_optimizer.rs` #708

And move its contents to the motor_commands_collector.rs

This issue currently has the RC24 label. Is this still on track to be fixed until the RoboCup? Otherwise, I'd suggest to remove the RC24 label

I think it's fine to keep the label since it still would be nice to get this until robocup. @hsrtgrnk, do you think you can finish this until this weekend?
