this should be assigned to the experiment in the case of IntAct.

Yes in the last IMEx meeting it was decide imex-primary will e attached to experiment, I agree the definition is misleading, as it still reflects out of date agreements. Will update.

new definition IMEx primary identifier that is assigned to an experiment record by the database that created the record in the context of IMEx consortium. The identifiers are unique across all member database as they are all generated by a centralized key-assigner.
