new annotation topic 'observed ptm' #179

We currently have 2 terms reporting the 'condition' of a ptm on an interacting protein: pre-requisite (prove to be required 4 an interaction), and resulting ptm (observed after as a result of the interaction). I suggest to add a common parent 'observed ptm'.
