DO NOT MERGE. This is so I can explain any changes that need to be made.

1) There is no note_criteria_tags.xml layout, so NoteCriteriaTags.java has nothing to inflate 2) NoteCriteriaTags needs to be imported in NotesViewActivity.java 3) The NoteView class does not have a tags variable

These are the main issues.
