Currently game saves may not work across different versions/builds of HWR. However you can play any mission from the start using the 2.3 Players Patch or HWR v2.1, and your latest persistent fleet from the prior mission will be loaded.
See if its possible to make game saves compatible.

Current known problems:
Sometimes when loading an old SP game save (maybe from v2.1), the build menu will be missing, and players are unable to build units: https://steamcommunity.com/workshop/filedetails/discussion/1190476337/1733214357975335317/?tscn=1591492976
See the 2.3 troubleshooting thread, I believe this can cause crashes etc too.
