Strike vs Destroyers

I think DDs take too long to sink for strike, only mass bomber or laser is somewhat effective.

Specifically bad cases:

• heavy vettes are hilariously bad at stopping frig or dd pushes, minelayer mixin is basically essential
  • could make mines more accessible
  • could buff heavy damage or perhaps their script
• pulsars are ok, but still pretty slow

Obviously carriers are different story, #367 is my solution for both.
