Vette runs vs eco

I can't think of a fancy solution here, I think the best approach here is just to modify pen values.

In order of obnoxiousness, vette runs:

• Missile vettes: MASSIVELY overtuned against resarmour, they evaporate collectors with no chance to prevent it
• Laser vettes: a little strong vs resarmour, but massively overtuned against refineries (see #367)
• Heavy corvettes: not an issue for vgr, but quite obnoxious for hgn (heavy vettes can fight torps and pulsars ok)

Fixes:

• Missile vettes: the pen mult seems to be default 1.0, let's do 0.7 and playtest
• Laser vettes: See #367
• Heavy corvettes: pen 0.4 => 0.3
