CMS requirement to jacket #99

1 support user-data which can write to a file and can put inside the VMs. 2 support network configure when deploy a VM (current not support api network by default) 3 instance ID need to write to VM when create 4 support image associate 5 support cloud-init

  1. The FusionSphere OpenStack support user-data, but can not get instance ID and write to VM when create.
