Embayment Statistic Popup/Tooltip #93

Create a popup/tooltip similar to the water quality ones that gives information on embayment statistics.

Tooltip currently pops up when embayment is hovered over with the embayment name. Can include any requested embayment statistics in this tooltip, or consider creating a new popup (see water quality graph) with the information. Potential issue with option 2 is space, unless we prevented water quality charts & embayment statistics from being shown at the same time.
