Clean Up Scrape Files And Associated Files

• [x] update name of global scrape to reflect that we're also hitting an API
• [x] change player gsub logic into methods on the Player model
• [ ] check to see if we can't be more specific with Nokogiri nodes we're grabbing
• [ ] move array of Eastern European country strings from Player model into its own file
• [ ] fix GPS rake file timing out when run as part of reset rake
