HXL-CPLP, as an volunteer user group of the HXL (the technology), is NOT affiliated with or endorsed by intergovernmental organizations, international humanitarian movements or local governments (even if some of their employers may help with advices if their organization does not yet maintain HXL end points). Most of our work (both documentation and license) already is done in a way to allow HXL to be adapted explicitly by local governments.
