should close #229 and #226 note this also includes a piece of work to colour ICU beds by the 'work intensity metric' as well as make available all the sitrep data

Added further comments following additional testing on GAE08 - NHNN queries via /sitrep/live/NCCU0/ui and /sitrep/live/NCCU1/ui were returning HTTP 500s. Changing this to NHNNC0 and NHNNC1 to match hycastle (suggested above) fixes this.
