re-added pqip dashboard #253

Thanks Hrishee. Looks like this opens in an iframe on the main site. Can we force it to open in a separate 'tab'/'window' just so the formatting/design of the main site doesn't have to be aligned with this?

Sure - have just made it a link. Running on gae08:8243.

Sorry - I had changed to the wider date selection branch in prep for the GWB planning meeting!

I'll set up a second gae08 hyui next time I have outstanding PRs - I forgot about this one.

If this is now in main - the pqip_dashboard.html file needs to be manually placed in gae07/web/src/web/assets!

I do not have SSH access to gae07 at the moment - I can re-email you the (old) file? Pete says there is a new version (as there will be ~once a month) that he will email me
