[Clock] Sync of HYOS_Clock

[AGTM19]

Follow-up Issue on Introduction of HYOS_Clock. Easy concept to synchronize the own clock based on other clocks.

Needed:

• collecting differeences to other clocks (Must work for 0, 1 and N clocks)
• voting based on collected differences
• prioritization of clocks (?)
• tolerance to avoid clock alternation (?)
