v2.1 merge request #165

I think with these changes, I'd be happy to `release' v2.1. The following updates are included in this pull request:

Pulled all changes in RBINS_v2.0.1_waterdev
Added new calibration files v2.1
Better version handling of calibration files
Enable calibration file temporal interpolation
Anomaly always raised
Delay implemented
Better metdata.txt missing handling
Data ingestion from different DATA file structure
Better handling of files when no uncs
Bug fix WWUK multiple irradiances
Update version number to 2.1
