Improve bikkelpunt #45

We want to be able to see bikkelpunten over the past week/month/year etc. For this we need to do a couple of things:

[ ] Revamp database tables for bikkelpunt storage (see attachments)
[ ] Convert UPDATE statement to INSERT statement
[ ] Convert create_bikkelpunt_record to create user in member table ...

Additionally: suggest to let table sotw_winner make use of the member table to prevent duplicate data in the database
