Discussion for the core team about looking for local contributors

Some channels to consider:

most of these channels are open, but some would be direct contacts. mention @nohorse for direct contacts if needed.

Do we have someone that wants to take up ownership of this? I'm attaching 2 SP to the task of reaching out to these groups and trying to get them involved.

The 2 SP is contingent on reaching out to all groups, interacting with at least 50%, and reporting back the level of engagement, requests, and commitments from the groups.
