Adjust layout of Home Banner floaters

Reduce total height of Home Banner and adjust perspective of clouds
Fix spacing issues on different layouts
Separate rear and front cloud images to animate individually
Replace island image with warmer version

Update home banner overlay information

Add Virtual Hackathon to subtitle and include mentor application link
