Update metadata with new iteration.

Current meta description mentions year and specfic dates. These need to be updated!

This is more of a "add meta data to new webapp" enhancement now, but we can use the meta data from the old hackfsu webapp as a starting point.

• [x] While you're at it, make sure all other pages extend from template so this metadata is in all the pages
