Replace backend web framework with standard library and small packages

Get rid of the magic! No more sorcery!

• [x] Remove revel
• [x] Move front-end code into project root
• [x] Create skeleton webapp structure
• [x] Add Postgres support (Does not include actual Postgres queries etc.)
• [x] Redo Dockerfile, add .dockerignore
• [x] Update README
• [x] Cleanup gitignore

After this is done, merge into master. Re-implement controller code in future PR.

Preliminary notes/checklist for future PR's/dev work to bring project back up to previous functionality:

• Implement all old controller code
• Add authentication middleware
• Implement model code
