Update main title section with 2024 info

• [x] Replace HackNC 2023 with 2024 wherever you come across 2023 on the website
• [x] Change the banner to say "HackNC 2024 Coming Soon!"
• [x] Add updated dates (November 9 - 11, 2024)
• [x] Remove the "HACKNC LIVE: Day-Of Logistics" button on the landing page
• [x] Change the "Participant/Mentor/Volunteer Registration" button to "2024 Organizer Interest form". The link for this will be: (https://forms.gle/XKBWSz1AeRxMwS2n6)

Remember: If you are removing certain elements, you don't need to comment them out...delete the code for it completely since we have a backup of the entire code.
