Soft-fail on missing GitHub token in development #17

I think we should have the website soft fail in development should a user not provide a GitHub token. This way, its nicer for people to get started if they want to contribute to the website!

Any suggestions for what can be used in lieu ? Just a placeholder saying that this is where the teams would be ?
