Current TOP works but it's a "DO NOT TOUCH" beast. This issue's goal is to rewrite TOP into something more readable, maintainable and testable. Its interface must be backwards-compatible with the current TOP, so there's less friction during the migration.
This task is very low priority. We'll only actually consider rewriting TOP when a major feature is needed, which I don't see happening in the recent future.
