Fix another bunch of install problems

• [x] Provisioning doesn't provision system_user first
• [x] install var doesn't respect default instance
• [x] Openssl bugs out on ubuntu
• [x] install nginx has database connection issues
• [x] angular schema form dependency breaks

Aah. These stem from missing dependencies. Will add those.
