Use edits with lights on + first person

To reduce message clutter on the public channel, combine lights on message with first person message if the events take place in close temporal proximity (e.g. 5–10 minutes apart).

Edits are automatically propagated to Telegram. For fallback on old Matrix clients and IRC, the old message content is served along with the edit.

To be matched:

• Ensimmäisenä saapui Jaska & Labilla sähköt päällä (5 min proximity) -> Jaska laittoi sähköt päälle
• Hacklab on nyt tyhjä & Sähköt pois (15 min proximity) -> Hacklabin on tyhjä ja sähkötön
• Sähköt päälle & Sähköt pois (5 min proximity) -> Hacklabin sähköjä rämpytettiin

Match only once. If no message to match with, post a new message.

Not implementing because the hackbus integration was more useful and reduced the spamming. If Turku needs it then we might reconsider.
