[BoonControl] Better handling for rarity bonuses #14

Ideally, a config option that decides whether yarn and nectar do anything (they currently only do if DefaultRarity is off and it goes to RollRarityForBoon). Can just use GetUpgradedRarity if one of these is being applied I suppose.
