Watchlist Drag-n-Drop reorder #68

Use react-beautiful-dnd library and implement drag and drop feature to watchlist

Used the library to implement drag and drop
Created new backend endpoint to hit for just updating the watchlist with new order
watchlist updates first on the front end state and then sends a request to backend (for UX purposes)

closes #59
