Amend github workflows to align more with plugin template #271

JetBrains have published a plugin template at https://github.com/JetBrains/intellij-platform-plugin-template

It has a lot of thing in it that make maintaining a plugin easier.

One of them is GitHub workflows; this change incorporates those.

Merging, the build failure with 191 is not a regression.
