Japanese locale for ArmyKnife #34

Nothing dramatic here; just a ja.catkeys and the requisite additions to LOCALES in the Makefiles.

I noticed in the process of doing this that mpegview.cpp is ignoring the MPEG information strings (for how many files in the selection have which types of tag) with English strings in the process of formatting for single vs. plural. Both single/plural strings should be added to catkeys and I may try to take care of this.

Open new issues for anything you notice that needs further fixing up. that way it doesn't get forgotten. Thanks for the Japanese locale additions.
