Condition:- New settings (not applied) remains the same as the previous saved settings and also order of keymaps is same as previous. No changes in settings, but Apply button detects the changes.
Eg: In KeymapSwitcher, I have Selected Keymaps (Saved Settings)

US-International
Spanish
Belarusian
Yet, Apply Button not activated (No changes)
Then I dropped Belarusian Keymap (Order: 4th No.) from Selected Keymaps box.
Apply button activated (detects the changes)and Settings not saved.
Again I selected the Belarusian Keymap from Available Keymaps: and placed it on 4th No in Selected Keymaps: again.
But Order of Keymaps and selected keymaps remains same. then Apply button should not have detected such changes.
