The solution that solves the Level 1 puzzle for Lights Off also works for the same puzzle for Lights Out. Not sure if it's a coincidence or it's true in general. Will dig into the linear algebra theorems and figure it out.

Oops! LightsOff already got the same rules as Lights Out after #14 was fixed.
