With PNM driver enabled in /system/settings/sane.d/dll.conf Device menu list is empty.
However, after 3 seconds Device menu shows 2 "PNM file reader" devices along with Device busy alert.
sane_open(pnm:1): Device busy
Probably the same reason why Sanity doesn't quit after closing its window.
