As a CHI worker
I want to access revisions of the database in the cloud
So that people can security access the data whenever needed, instead of passing around a flashdrive
And so that data can be easily uploaded to do so from a CLI tool.
Acceptance Criteria:
The following needs to be completed for this story to be "done":
[ ] A documented script that uploads an sql dump to a S3 bucket for revisioning
[ ] An AWS account / IAM group registered to the appropriate people in CHI
