license conflict #2

The header of GBT7714-2005.bst states LPPL v1.2 while the attached LICENSE file is a copy of GPL v2. These two licenses are deemed incompatible by FSF, see http://www.gnu.org/licenses/license-list.html#LPPL-1.2

Thank you for pointing that. I have changed the license in the file header to GPL2.
