This PR introduces a custom ordering functionality. The following features are included:

Buffers can be moved up and down
Buffers can be moved to a specific index
Pinned buffers can't move to the unpinned area and vice versa
Reordering changes the sort order. Therefore, a newly opened buffers are placed at the bottom
