Users unable to interpret flag description in provisional dataset

Problem: A user of CTD data from the Hakai Data Portal was unable to interpret the flag description after an SVD flag, which led to a lengthy email discussion.

Action: (Jan. 27, 2023): AH asked JB if they could together create a list with more complete

descriptions of the automated QC tests applied during the CTD data processing stage, including where supporting information came from, such as referenced station depth and station location. That would also allow easier tracing of errors in flagging parameters.

I saw that there was a few flags in the database that just had SVD or SVC with no definition.

Any records automatically flagged should include a ; separated list of flags which is following the convention: SVC|SVD: failed_test_name
