Test deploying ERDDAP through Caprover

Initial setup to try to deploy ERDDAP trough Caprover with a Dockerfile

This is now fully working yet, I'm still having issues with a bash script that fails to be run after the build

As discussed over Slack, those two existing CapRovers don't have the specs needed to suppor this application plus their existing workloads. So we can either make another one or consider some alternatives.

Alright I finally managed to get ERDDAP instance running on Caprover. As of now, only the datasets connected to the database are available since no other data is made available on that server.

What would be left:

[ ] Mount data from catalogue.hakai.org:/data/erddap_data
[ ] Mount Algae explorer data
[ ] Make Cache data from erddap persistent
[x] Fix workflow to remotely trigger an erddap dataset update

Nice work. Let's do the EFS mounting together and go from there.

Another thing to note with long file downloads failing is various NGINX settings that involve timeouts and proxying:

e.g. https://stackoverflow.com/questions/24453388/nginx-reverse-proxy-causing-504-gateway-timeout

[ ] This is mostly a reminder to me to check on this when debugging ERDDAP issues via Docker
