Update Hakai CTD Provisional dataset

This pull request, include the latest changes that have been implemented to the Hakai database ctd_file_cast_data table.

I'm planning to include all the hakai data available within the Hakai Database from the work_areas: CALVERT, QUADRA and JOHNSTON STRAIT

And ignoring the following stations:

All those stations are around the Tofino area and were collected with the Cedar Coast by Hakai. Since those stations are overlapping with different organizations data (UWashington, Cedar Coast, Nature Trust), we can potentially integrate them within another group or include them as Hakai's. Further discussion is needed.

The following plot present all the data location that will be made available.

Let me know if you're all good with making all this data public Jen through the ERDDAP provisional dataset.

All the latest, automatically qced and manually qced data is now available on ERDDAP
