Finishing updates to make for v1.2.0

Hi @fayesm, I've just finished going through the most recent package release and noticed a few minor updates we should make before we finalize the release. I'll make a list of them below and we can check them off as we go through them.

• [x] update README to included suggested citation
• [x] add more structure to README (see Cornell README template for example)
• [x] update CHANGELOG
• [x] remove citation from LICENSE (see above), and edit to match full text of CC-BY 4.0
• [ ] remove raw_data section, minimal processing is done and script not currently included (or see below)
• [x] merge metadata into dataset;
  • [ ] include both separate files, joining script, and output, OR
  • [x] include final output, scripts and raw data unnecessary
  • [x] update changed log to include #added files
• [x] version number: I think even though we didn't officially release last year, we still already have a tagged v1.1.0, so let's roll this to v1.2.0
• [ ] Zach final review code in advance of package release
