Preserve OpenSauce file dates. Why are their Modified Dates changing?

These files were dated 2021-05-08, so this may no longer apply.
[x] Refresh Binaries directory with 4.0 release + 2017 binaries.
[ ] Recompile an AmaiSosu release
[ ] Install in VM and check file dates.
