Current issues:
The DotNet 4.6.2 framework's Assembly class cannot access the assembly manifest of Halo1.dll. This was also tested with Visual Studio's ILDAsm.exe
However, Process Hacker's PEViewer.exe and Windows' File Explorer can both view the file's security certificates.
