I'm going to partially address and close this with the upcoming Covenant cargo PR.
We have NPC Covenant traders in the code and they can be enabled any time, but I don't know if I want to enable them due to the risk of encouraging Covenant factionalism and distracting from core gameplay.
Will we be able to purchase human weaponry as part of Covenant cargo? Or other 'heretical' gear?
The kig-yar would certainly have a black market for things that wouldn't likely get noticed by sangheili, but they aren't suicidal.
The initial release won't have heretic stuff orderable via cargo, but it's something that could be added further down the track
Strongly against heretical equipment being added to cargo, as it would basically force sangheili to run full time fun police.
It wouldn't 'force' them to do it if Kig-Yar had the NPC in their quarters. They can just turn the same blind eye to it that they're supposed to in the field. (Not that that's likely to happen due to the way so many people feel.)
It would, especially as there's been UNSC members screaming at us about it, kig-yar wouldn't bother with smuggling heretical equipment unless it were just beer or something.
In lore, Kig-Yar have a thriving black market, trading both UNSC and Covenant technology to anyone with the gekz.
It'd be nice to have this show up in-game. Perhaps a single, or pair, of Kig-Yar NPC weapon traders who buy Covenant and UNSC stuff, and have a curated list of stuff that is neither too strong or too useless, for Kig-Yar players to use. Perhaps Kig-Yar could even have a bit of gekz to start with in a pocket, to help nudge them toward the use of the NPC. Also, the NPC should always stock UNSC 'basic' ammunition for Kig-Yar to restock 'appropriated' weapons with.
