Make home page (index.html) a content page

Now, index.html is generated from its own template in the theme. We want it generated from something that's more like the content pages, for two reasons:

• We want its design to look more like that of pages (as exemplified now by the CoC page)
• We want it to have the same bilingual treatment that pages get

After looking a little: This is not a particularly good idea as defined above. A better idea:

• Look at https://stackoverflow.com/questions/55363180/how-do-i-choose-a-category-page-to-be-the-home-page-for-a-pelican-site for ways to control which page goes where
• Because we need special sections to have special classes etc, instead of trying to write it all in markdown, adapt the page template to include home-page content
• Use the markdown just to define metadata -- including the specific template
