Heroku: add post_compile hook + README instructions #34

This should fix the translations issue (runs manage.py compilemessages in Heroku at the compile stage, so this does not have to be repeated every restart of web process)

This looks promising -- if it works reliably (i.e. the results survive dyno restart, and are available at shells) then we should also move the logo-linking from the Procfile into here.

I gotta run now -- @AmitAronovitch if you can confirm said survival, I'll merge immediately
