Arc A770 AV1 Quicksync encode stutters and nightly build presets do not recognize either cpu or gpu encoders #4727

Problem Description

Like Bug "Arc A380 AV1 Quicksync encode stutters #4570" when viewed on streamed devices (NVIDIA Shields). I tried the Beta Driver and had the same result. It does render properly on PC but not on stream. In all cases the Nightly build fails to show any cpu or gpu encoder engines available. I have the A770 for AV1 and the 7950X has AMD's encoder. Neither show in Nightly build but do show in stable version without the AV1 support.

Activity Log, Crash Log or any other details

As an upstream issue with Intel and other refinements I just wanted to report on the additional "bugs" in the nightly and that when streamed the stutters abound before and after driver fix and the presets will not display encoders available.  If you still need a log advise I will do another test run.

Yes I used the newest Beta dated 20221205 and Stable dated 20221208

PC used with ARC shows clean AV1. NVidia Shield pros shows stuttering on all tests with AV1.

Doing transcode with advanced options – will load to server and test, Will add Xbox to Nvidia in results.

The presets are Grey'd out when the hardware detection says they are unavailable.

Note, if changing the enable/disable flags in preferences -> Video, a reboot of the app is required for the presets to update.

Failing that, Try Presets Menu -> Reset built-in presets,

NO REBOOT OF APP NEEDED.

DID A QUICK COPY AV1 WITH INTEL ENCODER 1080P QSV PRESET AND VIDEO DROPDOWN. NO ADVANCED SETTINGS.

WORKS AS ADVERTISED. YEA!!!

The presets were required for judder free process. Never used the reset features before. I did install the Nightly before the A770 install. And I reinstalled latest release after card instillation. THE RESETS WORKED..

On home networking issues I found VLC player seamless.
