.Net Core 2+ support #10

Could you add .Net Standard 2 support to the NuGet package so we don't have an explicit dependency on NetStandard.Library, please?

@smudge202 did you check the latest release – https://www.nuget.org/packages/Cronos/0.7.0 ?

Apparently I'm blind - I could have sworn I checked the dependencies but I must have missed it. Sorry!
