Tag Manager: view and update tags en-masse via tool

Long-term goal.

1. Tag manager should allow adding and removing tags to individual articles in a manner similar to WA - clicking on the article, clicking a tags field, and adding tags. This should send an update request to WA to add or remove those tags, and should then retrieve and update the article in the tool's local storage.
2. Tag manager should allow bulk addition of tags via a searchbox/checkbox interface. This should ONLY allow ADDITION of tags. Bulk requests should be throttled, and articles should also be updated thereafter.

Additional features:

• List of all articles with link to filtered view of all articles that have this tag and all the tags that appear with this tag.
• Ability to delete specific tag on all articles it appears on.
• Ability to rename / replace a tag and update it on all articles it is added to.
