Home page: make description content maintainable in Dashboard #4

I as a website owner / maintainer want to configure the homepage content via the dashboard to be able to easily change content without source code changes and deployment.

Requirement

Dashboard:
- create description section in the dashboard to maintain the wanted content (role: instances owner)
Home page:
- display maintain content in description section (role: all users)
