Fuse budget for ReBAR memory types into one budget. Avoids problem on RADV where descriptor heap allocation did not affect budget for UPLOAD heap.
Raise ReBAR limit to GPUs with >= 9 GB of VRAM. 8 GB VRAM is considered min-spec VRAM-wise and using ReBAR can be the drop in the bucket that causes VRAM spill. The gains from ReBAR on 8 GB tends to be minimal in practice since we're constantly slamming up against limits anyway, so might as well just drop it.
